The Bengals have chosen 28-year old Mike Nugent to be the kicker.  Nugent played in 6 games for the Bucs & Cardinals last season and he connected on only 4 of 8 field goals (50%).  He also made all 14 of his extra points to finish with 26 points.  The Bengals have cut loose Dave Rayner.  They might want to keep his number on speed dial in case Nugent implodes which is entirely possible.
